En España no existe un mercado eficiente ESCO. Es un hecho grave porque este mercado es especialmente clave en épocas de crisis, que es cuando más se requieren ciudades energéticamente eficientes y empresas exportadoras energéticamente competitivas.

En este escenario, las empresas de servicios energéticos "ESCO" auténticas, que no hay que confundir con las más ambiguas "ESEs", representan una solución tan innovadora como crucial, ya que permiten a los consumidores reducir sus costes sin tener que realizar una inversión ni correr riesgo. Su escasez requiere una explicación.

La incomprensible carencia de este mercado es consecuencia última de una peculiar simbiosis entre sector energético y determinadas élites políticas. También es consecuencia de una injustificada penalización a la eficiencia por parte del último gobierno; penalización en contra del discurso oficial a favor de la eficiencia energética.

"Nunca desaproveches una buena crisis". Esta regla de Rahm Emanuel, exjefe de gabinete del presidente Obama, no parece ser del conocimiento de los responsables españoles. La crisis ha sido una oportunidad perdida para fomentar decididamente la eficiencia energética y, de paso, corregir defectos del sistema.

Promover la eficiencia es compatible con mantener la recaudación para cubrir los costes del sistema. Esta excusa no es válida como justificación de las trabas a la eficiencia, como tampoco vale hacer pasar la pobreza energética como prueba de un consumo más eficiente. Cabe preguntarse qué intereses hay contra la eficiencia y el autoconsumo.

Tampoco se han corregido defectos atávicos como la utilización de la factura como tapadera de errores y decisiones políticas, o una complejidad regulatoria solo al alcance de iniciados. Todo esto nos lleva a concluir que las manifestaciones gubernamentales, de ahora y siempre, en pro de la transparencia, no son otra cosa que papel mojado.

Resumiendo, es manifiesto que esta crisis la manejan seguidores del aforismo "En tiempo de desolación, no hacer mudanza". Sin embargo, no consta que el inteligente e innovador Ignacio de Loyola estuviera en contra de la eficiencia o el modelo de las empresas ESCO. Lecciones mal aprendidas.

Para argumentar la afirmación "La eficiencia energética es un bluf en España" partimos de una encuesta entre empresas del sector que constata la inexistencia de un auténtico mercado ESCO. A partir de aquí, iniciamos una travesía en la que analizamos y nos pronunciamos, con mayor o menor acierto, pero en todo caso sin complejos, sobre los elementos básicos del sistema eléctrico y las controversias que envuelven a este sector.

La meta final es, una vez probado el bluf, preguntarnos qué modelo energético pretendemos. Uno de los éxitos del final de mandato de Obama son los resultados de su estrategia energética. Estamos seguros que, hoy y aquí, el de Loyola se entendería con Emanuel.
