Inhaltsangabe: Einleitung: Im Zuge der weltweiten finanzwirtschaftlichen Krisen ist die Anfälligkeit des herrschenden Bankensystems deutlich geworden. Daher hat die Notwendigkeit der Novellierung der aktuellen Eigenkapitalvereinbarungen an Bedeutung gewonnen. Im Jahr 1999 hat der Basler Ausschuss für Bankenaufsicht das sog. Erste Konsultationspapier für die ab Ende 2006 geltenden neuen Reglungen veröffentlicht. Die im Oktober 2002 veröffentlichte Quantitative Auswirkungsstudie (QIS 3) basiert auf dem Zweiten Konsultationspapier von 2001, gilt wegweisend für die Neuen Eigenkapitalvereinbarungen und stellt die Grundlage für die Diskussion der Neuen Basler Eigenkapitalvereinbarungen (Basel II) dar. Die neuen Basler Regelungen sollen Kreditrisiken, die eine Bank bei der Vergabe von Fremdkapital eingeht, besser abbilden, um die Stabilität des Bankensektors auch künftig gewährleisten zu können. Es ist vorgesehen, dass die Eigenkapitalunterlegungen der Banken bei der Kreditvergabe künftig an die Bonität der Kreditnehmer gekoppelt wird. Zur Einschätzung der Bonitätsrisiken schlägt der Basler Ausschuss den Banken die Nutzung von internen oder externen Ratings vor. Die Neuen Basler Vereinbarungen führen zu grundlegenden Änderungen bei der Fremdfinanzierung, die für Unruhe bei den deutschen Unternehmen sorgen. Auch die Immobilienwirtschaft wird sich auf die neuen Regelungen einstellen müssen. Die Marktteilnehmer sehen es als eine intellektuelle Herausforderung an, die die Professionalisierung der Branche vorantreiben wird. Umgestaltungen sind vor allem in der Praxis der Immobilienfinanzierung zu erwarten, die sich zum einen in der Größe der Finanzierungen und zum anderen in deren Kosten bemerkbar machen werden. Offene Immobilienfonds sind Marktteilnehmer, die in einer Vielzahl der möglichen Investitionsalternativen am Immobilienmarkt vertreten sind.
