Erziehung, Note: 1,7, Fachhochschule Düsseldorf, Sprache: Deutsch, Abstract: Mit dem Stichtag des 01.08. 2013 haben deutschlandweit alle Eltern, deren Kind das erste Lebensjahr vollendet hat, einen rechtlichen Anspruch auf einen Platz in einer Kindertageseinrichtung oder innerhalb der Kindertagespflege. Mit Hilfe des flächendeckenden Ausbaus soll für insgesamt 39 Prozent aller Kinder unter drei Jahren ein Betreuungsplatz zur Verfügung stehen, wobei jedes Jugendamt, beziehungsweise Kommune, ihren individuellen Betreuungsbedarf selbst ermittelt (Statistisches Bundesamt, 2012). Dieser Rechtsspruch resultiert zu einem großen Teil aus den Ergebnissen und anschließenden Diskussionen der ersten PISA-Studie im Jahr 2000, wonach sich Deutschland im Gesamtfazit innerhalb des Bereiches einer unterdurchschnittlich erfolgreichen Gruppe wiederfand. Besonders erschreckend wirkte dabei das Ergebnis, dass deutsche Schulsystem benachteilige Kinder aus bildungsfernen Schichten. Auf der Suche nach Gründen für das schlechte Abschneiden der Schüler im Sekundarbereich I stieg das öffentliche Interesse an vorschulischen Institutionen, wo, neben der Familie, die Grundlagen für gute oder schlechte schulische Leistungen gelegt werden. Auch die Ergebnisse der Starting Strong Studien von 2001 und 2004 bestätigten u. a., dass die Bildung der Jüngsten in den Kindertageseinrichtungen einen zu geringen Stellenwert einnimmt und die Startchancen eines Kindes abhängig von seiner sozialen und regionalen Herkunft sind. Die Politiker Deutschlands erkannten, dass neben den Bildungschancen der Drei- bis Sechsjährigen im Kindergarten, der seit jeher als eine familienergänzende Institution akzeptiert wird, auch das Bildungspotenzial der Kinder im Alter von null bis drei Jahren nicht ungenutzt bleiben darf.
