Im Parlament, in den Zentralbehörden, in der Armee, in der Diplomatie, in der Verwaltung der Staatsbahnen, bei den obersten Tribunalen, durch die Dynastie, durch die auswärtige Politik des Reiches. Zahllos und groÃ? sind die Konzessionen, die in allen diesen Beziehungen die Nichtdeutschen machen freiwillig machen. Man hüte sich, diesen ihren freien Willen durch einen Zwang zu ersetzen. Man hüte sich doppelt, die Verbitterung und Erbitterung der nichtdeutschen Angehörigen zu vermehren, die sie empfinden, wenn sie erwägen, wie schwer und teuer es ihnen ankommt, einen Teil dessen zu erhalten, was die Deutschen in Hülle und Fülle, oft über den tatsächlichen Bedarf mühelos und gratis zugeteilt erhalten haben, wenn sie sehen, daÃ? sie vollberechtigt sind nur, wo es sich um Pflichten, keineswegs, wo es sich um den GenuÃ? der Rechte handelt. Gibt es ein zweites Volk in diesem Staate, das einen so aufreibenden Kampf führen muÃ? um jede Volksschule, jede Mittelschule, jede Hochschule, wie das böh mische? MuÃ? es nicht von tiefstem Unwillen durchdrungen werden, wenn es bedenkt, daÃ? die Italiener mehr Rechte haben als jenes? MuÃ? die Parallele mit den drei Millionen Polen Galiziens, die zwei Universitäten und die ausschlieÃ?lich polnische innere Amts sprache im ganzen Lande ohne die geringste Anfechtung haben, das böhmische Volk nicht aufbringen? Sind die polnischen und ita lienischen Beamten besser, dienstbeflissener, brauchbarer als die böhmischen? Stehen die Böhmen kulturell und wissenschaftlich tiefer als die Bewohner Westgaliziens? MuÃ?te sich nicht in dem böhmischen Beamten und in dem böhmischen Volke eine Un summe Hasses ansammeln gegen die Deutschen und gegen alle jene Faktoren, von denen es unausgesetzten Erniedrigungen und Beleidigungen ausgesetzt ist? Hat man jemals sich dessen erinnert, daÃ? ein Volk auch Empfindungen und berechtigte Empfindlich keiten und Empfindsamkeiten hat, die man mit rauher Hand nicht schonungslos und ungestraft antasten darf? Hat man nie erwogen, daÃ? Lieblosigkeit eine Entfremdung herbeiführen muÃ? und eine schwer zu überbrückende Kluft zwischen dem Staate und dessen Bürgern böhmischer Nationalität?
