"Die Studenten klagen überlastete Studiengänge, soziale Ungleichheiten im B- dungssystem, die chronische Unterfinanzierung der Unis sowie Mängel bei der - stellung auf Bachelor- und Master-Abschlüsse an." (Die Zeit 2009b) Zum wiederholten Mal in den vergangenen Jahren eskaliert die Unzufriedenheit 1 der Studierenden mit den gegenwärtigen Studienbedingungen in bundesweiten Studentenprotesten. Neu allerdings ist die weitgehende Zustimmung, die die Studierenden von allen Seiten für ihre Forderungen erhalten: "Die Protestierenden ernten Verständnis: von Bildungsministerin Annette Schavan, vom Präsidenten der Kultusministerkonferenz Henry Tesch, von Landespolitikern, Rektoren, ja sogar von Menschen aus der Wirtschaft, deren Einfluss auf Lerninhalte die Demonstrierenden eigentlich beklagen" (SZ 2009). Seit einigen Jahren ist die Situation im Hochschulwesen gekennzeichnet durch eine allumfassende Unzufriedenheit sämtlicher beteiligter Akteure. Dabei weisen sich Politik und Hochschule die Schuld für diese Misere gegenseitig zu: die Hochschulpolitik wirft den Hochschulen Mängel und Ineffizienzen in der Le- tungserbringung vor, insbesondere hinsichtlich der Lehr- und Ausbildungsle- tung. Die Hochschulen wiederum beklagen die chronische Unterfinanzierung und anhaltende Überlast an Studierenden (vgl. Hödl/Zegelin 1999; Kehm 2004; Teichler 2005b). Trotz dieser gegenseitigen Schuldzuweisungen herrscht Ein- keit in Bezug auf die Diagnose, dass sich das Hochschulsystem in der Krise befindet (Stölting/Albrecht 2001). Allerdings stellt diese Diagnose kein völlig neues Phänomen dar. Bereits seit Mitte der 1990er Jahre sind Missstände in der Hochschulbildung verstärkt in die öffentliche und politische Aufmerksamkeit gerückt.
