Studienarbeit aus dem Jahr 2003 im Fachbereich Soziologie - Arbeit, Beruf, Ausbildung, Organisation, Note: 2,0, Otto-Friedrich-Universität Bamberg (Sozial- und Wirtschaftswissenschaftliche Fakultät), Veranstaltung: Beschäftigungsordnungen in Europa, Sprache: Deutsch, Abstract: Im Februar 2003 erreichte die Arbeitslosigkeit in Deutschland den dritthöchsten Stand seit Antritt der rot-grünen Regierung im September 1998: 11,3 % in Gesamtdeutschland und schockierende 19,9 % im seit Jahren wie gelähmt wirkenden Osten. Die anhaltend stagnierende Wirtschaft und die katastrophale Lage auf dem Arbeitsmarkt lassen stimmen an Gewicht gewinnen, die eine grundlegende Neuordnung des deutschen Arbeits- und Wirtschaftssystem fordern. Bundeskanzler Schröder kündigte in seiner Regierungserklärung vom 14. März 2003 deutliche Einschnitt bei der Bezugsdauer von Arbeitslosengeld und die Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe an, der einflussreiche Christdemokrat Friedrich Merz plädierte für eine "Entmachtung der Gewerkschaften" und die Freien Demokraten befürworten ein Ende des Flächentarifs für die Beschäftigten der deutschen Wirtschaft. Welche dieser angesprochen Reformen tatsächlich einem Ende der deutschen Arbeitsmarktmisere zuträglich wären, soll nicht Thema dieser Arbeit sein; vielmehr soll es darum gehen zu verdeutlichen, welch immense Bedeutung der institutionellen Regulierung für die Ergebnisse des Arbeitsmarktes zukommt und wie man die über Jahrzehnte eingespielte deutsche Arbeitsmarktstruktur charakterisieren könnte. Zunächst werden hierfür einleitend soziologisch-institutionalistische Ansätze der Arbeitsmarkttheorie gegenüber klassisch-ökonomischen Ansätzen abgegrenzt. Anschließend werden die angelsächsische Dual-labour-market-sowie die Differenzierung von internen und externen Arbeitsmärkten diskutiert, bevor die deutsche Arbeitsmarktsegmentation beleuchtet wird. Abschließend folgt eine leicht essayistische Analyse der aktuellen Arbeitsmarktentwicklungen.
