Die Hartz-Gesetze leiteten einen Paradigmenwechsel in der deutschen Arbeitsmarktpolitik ein. Kernstuck der im Marz 2003 vorgestellten und bis 2005 weitgehend umgesetzten Agenda 2010 waren umfende Arbeitsmarkt- und Sozialreformen, zu denen die vier Gesetze fur moderne Dienstleistungen am Arbeitsmarkt (Hartz I bis Hartz IV) gehorten. Ausgangspunkt der Hartz-Gesetze war die Bildung einer durchsetzungsfahigen Reformkoalition, die aus der damaligen rot-grunen Bundesregierung unter Gerhard Schroder, der schwarz-gelben Opposition sowie Arbeitgeberverbanden und großen Teilen der Gewerkschaften bestand. Bundeskanzler Schroder wollte mit den Hartz-Gesetzen der damaligen Rezession und Menarbeitslosigkeit in Deutschland entgegenwirken und verkrustete Strukturen aufbrechen. Die mit den Hartz-Gesetzen auf den Weg gebrachten Reformen fuhrten, trotz der Verabschiedung durch eine breite parlamentarische Mehrheit, von Anfang an zu heftigen Kontroversen uber deren Wirkungen und Nebenwirkungen, uber Grundlagen, Verfahren, Mittel und Ziele der deutschen Arbeitsmarkt- und Sozialpolitik. Die Diskussionen hieruber dauern bis heute an. Aus Sicht der Kritiker fuhrte Angela Merkel die Arbeitsmarkt- und Sozialpolitik der rot-grunen Bundesregierung weitestgehend fort. Ziel der vorliegenden Dissertation ist es zu beantworten, welche Veranderungen die eiligen Bundesregierungen seit 2005 an den Hartz-Gesetzen vornahmen, welche markanten Diskussionen es hierzu gab und was an den Hartz-Gesetzen in den einzelnen Legislaturperioden seit 2005 besonders kritisiert wurde. Des Weiteren wird der Frage nachgegangen, ob die einzelnen Parteien bei ihrer Position blieben oder sie die Hartz-Gesetze im Zeitverlauf neu bewerteten und einen anderen Standpunkt einnahmen. Außerdem wird ysiert, inwieweit externe Ereignisse zu einer grundlegenden Veranderung des Sozialsystems fuhren konnen und ob es Weiterentwicklungen bzw. Alternativen zum besonders umstrittenen Hartz-IV-System gibt.
