Die Bundesbevölkerung schrumpft und altert. Ab 2010 wird diese Entwicklung an Geschwindigkeit gewinnen und erfordert ein Umdenken aller Betroffener der Unternehmen, der Arbeitnehmer, der Verbände und der Politik. Die Regierung hat mit dem Ende 2005 gestarteten Bundesprojekt "Perspektive 50plus - Beschäftigungspakete für Ältere in den Regionen" die Beschäftigungsmöglichkeiten Älterer zu einem Schwerpunkt ihrer Politik gemacht. Hierdurch soll die Anhebung des Renteneintrittalters von 65 auf 67 Jahre durch die Schaffung zusätzlicher Arbeitsplätze für ältere Menschen unterstützt werden. Die bisherigen Maßnahmen sind jedoch noch unzureichend und haben keine nachhaltige Neuorientierung der Betroffenen bewirkt. Da ich in einem der 62 bundesweit ausgelobten Modellprojekte beschäftigt bin, habe ich einen praktischen Zugang zu der betroffenen Altersgruppe. Die theoretischen Hintergründe um die Auswirkungen des demographischen Wandels, die geringe Beschäftigungsquote Älterer und die Schwierigkeiten bei der Umsetzung verschiedener Maßnahmen interessieren mich und ließen mich dieses Thema für meine Diplomarbeit wählen. Der demographische Wandel in Deutschland kann in einem nahezu sicheren Korridor vorhergesagt werde. Die strukturelle Zusammensetzung der Bevölkerung wird sich durch verschiedene Faktoren verändern. Das Durchschnittsalter der bundesdeutschen Bevölkerung steigt und der seit 2003 begonnene Bevölkerungsschwund wird ab 2010 deutlich an Geschwindigkeit gewinnen. Diese Veränderungen der Bevölkerungsstruktur haben nicht nur Auswirkungen auf die Finanzierung des Rentenversicherungssystems, sondern nehmen auch gravierenden Einfluss auf die zukünftige Arbeits- und Beschäftigungsstruktur.
