Ce livre, le IVe de la serie des Guerres Civiles, s'insere entre les livres III et V, deja publies dans la Collection des Universites de France. Il couvre moins de deux annees (fin de 43 et 42 av. J.-C.), mais il s'agit d'une periode particulierement importante puisque, apres la defaite et la mort de Brutus et de Cassius a Philippes, la constitution republicaine de Rome a recu un coup fatal. Appien avait conscience de l'importance capitale de ce tournant tragique et il apporta a la redaction de ce livre un soin particulier. Ce livre est particulierement important du point de vue historique car c'est le recit le plus detaille qui soit parvenu jusqu'a nous non seulement des evenements survenus a Rome et en Italie, mais aussi de ceux qui se deroulerent en Afrique, en Asie Mineure et en Syrie jusqu'a l'ultime confrontation aux confins de la Thrace et de la Macedoine. S'appuyant sur des sources contemporaines, dont l'Autobiographie d'Auguste, il relate avec une louable objectivite les agissements des protagonistes du conflit, soulignant les merites des vaincus, mettant en valeur l'indomptable energie d'Antoine et ne pretant pas a Octavien, affaibli par la maladie, des exploits dont il etait bien incapable. Pour bien faire comprendre au lecteur les motivations des uns et des autres, Appien a compose de nombreux discours qui permettent en particulier a Cassius de justifier son action et de clamer haut et fort que Brutus et lui ne se battent pas pour le pouvoir mais pour la defense des institutions republicaines. Antoine de son cote souligne qu'Octavien et lui ont recu la mission de punir les assassins de Cesar et qu'il doivent aller jusqu'au bout, malgre la difficulte de l'entreprise. Appien a meme fait parler une dame romaine, Hortensia, qui defend les droits de ses compagnes auxquelles les Triumvirs ont impose une contribution financiere contraire a l'usage. Ces discours, d'excellente qualite, montrent qu'Appien avait recu une solide formation rhetorique, et le fait qu'il ait prefere le barreau a l'enseignement ne lui a rien fait perdre de son savoir-faire. Ce livre se singularise egalement par l'importance accordee aux anecdotes, qui illustrent non seulement les horreurs de la proscription mais aussi les paradoxes de la condition humaine. Ces anecdotes, choisies parmi les plus extraordinaires, montrent la grandeur d'ame des uns, la vilenie des autres, certaines, comme le recit de la mort de Ciceron, meritant de figurer en bonne place dans une anthologie. Les destins individuels sont ainsi pris en compte dans la Grande Histoire, ce qui est rare. Si la terreur regne a Rome et en Italie, la situation n'est pas meilleure dans les territoires controles par Brutus et Cassius. Appien insiste, peut-etre a l'exces, sur les miseres qui frapperent ceux qui oserent resister a leurs exigences. Les Rhodiens furent depouilles de tous leurs biens, mais leur sort fut meilleur que celui des habitants de Xanthos, en Lycie, qui prefererent le suicide collectif a la soumission. La encore, Appien ecrit de belles pages, empreintes de pathetique. Il s'agit donc d'un livre qui differe sensiblement de ceux qui l'entourent, dans la mesure ou l'auteur ne se contente pas de raconter sechement l'histoire politique et militaire de la periode qu'il traite. Il a egalement cherche a donner un sens aux evenements, en faisant parler les acteurs principaux, et montrer l'atrocite d'une periode aux cours de laquelle les Romains se battent les uns contre les autres tandis que leurs sujets, qu'ils prennent parti ou s'y refusent, doivent payer un lourd tribut et endurer les pires miseres. Cet ouvrage tres travaille, avec de grands moments comme le suicide de Brutus, un beau livre meritait amplement d'etre edite sur des bases nouvelles et traduit en langue francaise aussi exactement que possible. La Notice, comme il est de regle dans la C.U.F., expose succinctement les principaux problemes poses par ce texte parfois d'interpretation difficile, que viennent eclairer des Notes complementaires.
