O Salgueiro vinha de um frustrante terceiro lugar no carnaval de 1962. Fernando Pamplona, o pai de todos, estava na Alemanha, para receber um prêmio. O carnaval estaria a cargo de Arlindo Rodrigues. Este pensou em "Chica da Silva," personagem até então obscuro da história brasileira, que lhe foi apresentado quando fizera uma visita a uma loja de artesanato da figurinista Kalma Murtinho em Copacabana, que tinha esse nome. Arlindo pediu a Pamplona sua opinião sobre esse enredo, que falaria de uma escrava que vivera em Minas. O Pai de todos disse: "Quem é essa mulher?." "Não é, foi." Pamplona retrucou, daí Arlindo Rodrigues argumentou: "Mas é negro, é de luta e de conquista social. Tá na nossa linha e... é bonito paca!." O enredo salgueirense estava definido. Antes dos desfiles, houve festas para premiar os melhores do carnaval de 1962 e para escolher qual seria, dentre todas, a "melhor bateria do carnaval carioca." O Salgueiro se sagraria vencedor desse concurso, superando a bateria da Mocidade, do mitológico Mestre André. A Beija-Flor, de volta ao Grupo I, viria com o enredo "Peri e Ceci" e um dos mais belos sambas de sua história, de autoria de Cabana. A Mocidade Independente de Padre Miguel escolheu um samba de Wilson Moreira para o enredo "As Minas Gerais." A Aprendizes de Lucas, uma das agremiações que se uniram para fundar a Unidos de Lucas, prestaria uma homenagem, em seu enredo, a Carolina Maria de Jesus, autora do Best seller "Quarto de despejo - Diário de uma favelada," traduzido para dezesseis idiomas e comercializado em mais de quarenta países. O livro traz uma sensacional história ocorrida entre dois dos grandes mangueirenses, Cartola e Maçu, primeiro mestre-sala do samba e maior presidente da verde e rosa, com direito a golpes de capoeira e briga pelo amor de uma cabrocha. A grande atração nos camarotes dos desfiles era a presença do ator norte-americano Kirk Douglas, imortalizado como o lendário "Spartacus." O Salgueiro colocaria fogo em um desfile que, até então, era morno. Quando Noel Rosa de Oliveira (um dos autores do samba) começou a puxar sua bela obra na Avenida, a história dos desfiles começava a ser reescrita, com direito a muita polêmica sobre o que seria, a partir de então, o "samba autêntico." Um dos pontos altos do desfile salgueirense, a apresentação da Ala dos Importantes, coreografada por Mercedes Baptista, que dançou o minueto na Avenida, foi, sem dúvida, o estopim para uma série de debates e questionamentos. Fernando Pamplona, que estava na Alemanha, rebateu: "Por favor, deixem-me tocar meu tamborim!.." Sem dúvida alguma, a grande estrela do carnaval de 1963 foi Isabel Valença, esposa do então presidente salgueirense, Osmar Valença. Seu sucesso, ao representar Xica da Silva na Avenida, foi tamanho que, logo após o desfile, viajou para apresentações no Brasil inteiro. Carlos Machado, aproveitando-se do sucesso da apresentação salgueirense, produziu um show, chamado "Chica da Silva 63," estrelado por Grande Otelo, Wanda Moreno, Betty Faria, Paulo Celestino e Maria Pompeu. Isabel Valença se tornaria a primeira negra a vencer o concurso de fantasias do Theatro Municipal do Rio de Janeiro, não sem antes tentarem desqualificá-la. Fogos explodiam na Rua Teodoro as Silva, em Vila Isabel. Perto dali, em um leito de hospital na Boulevard 28 de setembro, um paciente, que se encontrava internado, vibrava de emoção. Era Lamartine Babo, maior autor de marchinhas carnavalescas e autor de todos os hinos dos maiores clubes do Rio de Janeiro. Lamartine chamou sua esposa, Zezé, e fez questão de demonstrar a alegria, a felicidade que sentia naquele momento: "Olha, Zezé. O foguetório vem da Praça Saenz Penã, do nosso lado direito. ganhou. Se fosse da esquerda, seria da Manga."
