Studienarbeit aus dem Jahr 2004 im Fachbereich BWL - Wirtschaftspolitik, Note: 1,7, Universität Erfurt, Sprache: Deutsch, Abstract: Die Vertragsstaaten der Europäischen Union führen ab 2005 den Handel mit Emissionszertifikaten ein. Gemäß der Richtlinie 2003/87/EG vom 13. Oktober 2003 wurden die einzelnen Staaten dazu verpflichtet, der EU-Kommission bis 31. März 2004 einen Nationalen Allokationsplan (NAP) vorzulegen. Dieser sollte den allgemein gehaltenen Rahmen der Richtlinie spezifizieren. Neben der Anzahl der Zertifikate, die die einzelnen Staaten den jeweiligen Unternehmen zuzuteilen gedenken, musste auch die Allokationsmethodik konkretisiert werden. Direkt betroffen von diesem System des Emissionshandels sind besonders alle energieintensiven Industriezweige in den jeweiligen Mitgliedsstaaten. Seitens der organisierten Verbandsmacht dieser Industriezweige kam es auf allen Stufen des politischen und administrativen Entscheidungsprozesses zu Versuchen der Einflussnahme und Interessenartikulation. Bestrebungen, auf den Entscheidungsprozess Einfluss zu nehmen und auf die eigenen Belange und potentielle negative Beeinträchtigungen aufmerksam zu machen, fanden sowohl auf europäischer als auch auf nationaler Ebene statt. Nun ist es nichts grundlegend Neues, wenn bei geplanten Richtlinienvorhaben der Europäischen Union, organisierte Verbandsinteressen versuchen, den Regelungsinhalt gemäß ihren Vorstellungen zu beeinflussen oder auf negative Folgen aufmerksam zu machen. Im Falle des Systems des Emissionshandels schien sich aber zu bewahrheiten, was in der wissenschaftlichen Literatur konstatiert wird. Dass nämlich, obwohl es sich bei den Umweltzertifikaten um ein "theoretisch bestechendes Konzept handelt, dieses kaum Eingang in die praktischen Umweltpolitik gefunden habe" (Bonus/Niebaum 1998: 225).
