Zur weiteren Unterscheidung der beiden Bundesländer wird hier ein ausführlicher Vergleich erstellt. Es wird vermutet, dass die verschiedenen Definitions- und Erklärungsansätze, auf die sich in Brandenburg und Bayern gestützt wird, den Umgang mit Schülern mit besonderen Schwierigkeiten im Lesen und Rechtschreiben in der Grundschule hinsichtlich ihrer Anerkennung sowie deren Berücksichtigung innerhalb des Unterrichts beeinflussen. In dieser Arbeit soll ermittelt werden, inwiefern sich differente Definitionsansätze und pädagogische Maßnahmen identifizieren lassen und welche Konsequenzen diese Differenzen für die betroffenen Schülerinnen und Schüler nach sich ziehen könnten. Es soll ermittelt werden, inwiefern die Grundsätze zur Förderung der Kultusministerkonferenz in den Bundesländern Brandenburg und Bayern umgesetzt werden oder voneinander abweichen. Zusätzlich wird untersucht, welche besonderen Privilegien hinsichtlich des Notenschutzes oder des Nachteilausgleiches die betroffenen Schüler durch die rechtlichen Grundlagen und Verwaltungsvorschriften der Bundesländer Brandenburg und Bayern erhalten sowie welche Differenzen darin bestehen. Zu Beginn der Arbeit wird eine theoretische Grundlage zu den Begriffen "Legasthenie" und "Lese-Rechtschreibschwierigkeiten" geschaffen, um ein Verständnis für das darauffolgende Themengebiet aufzubauen. Es ist von großer Bedeutung, die Definitionen, Ursachen sowie Diagnostik und Förderung der beiden Begriffe "Legasthenie" und "Lese-Rechtschreibschwierigkeiten" gegenüberzustellen, um sie anschließend voneinander abgrenzen zu können.
