Une approche prudente pourrait être la meilleure solution. L'humanité peut développer un programme à un rythme naturel pour autant de technologie qu'il en existe. Les premiers humains devraient fouler le sol martien plusieurs années après la construction de stations de recherche organisées et gérées par des robots et des drones.

Si Mars n'est pas habitée, elle doit être partagée entre les États. Puisque Mars n'appartient pas aux Martiens, alors elle doit appartenir aux Terriens. C'est comme ça que les humains pensent. Cette planète doit être divisée "équitablement". Mais c'est un mot que les meilleurs négociateurs ne sauront pas valoriser. Qu'est-ce qui peut être juste pour quelques États qui veulent s'emparer de toutes les richesses, juste parce qu'ils ont la capacité d'atteindre Mars par des vaisseaux de transport interplanétaire, seuls ou en association ? Le début de toute négociation est entravé par la tentative de certaines entités ou sociétés privées de prendre le contrôle de la discussion et de se tailler la part du lion dans la négociation. La politique des petits pas est la technique par laquelle ils veulent s'insinuer dans une discussion qui englobe les États, et non les individus.

Les gens sont-ils capables de surmonter la peur profonde qu'ils ressentent lorsque quelque chose de nouveau se présente ? Les gens pourront-ils trouver une maison pour eux-mêmes et leur famille lorsqu'ils arriveront sur Mars ?
