La guerra contra el terror podría definirse como la autorización expedida por el congreso de Estados Unidos al poder ejecutivo, para usar toda la fuerza necesaria y apropiada contra aquellas naciones, organizaciones o personas que planeen, autoricen, cometan o ayuden a cometer ataques terroristas, así como contra quienes alberguen a tales organizaciones o personasDicha disposición fue aprobada mediante una resolución conjunta conocida como la Autorización para el Uso de la Fuerza Militar o AUMF, emitida inmediatamente después de los ataques terroristas del 11 de septiembre de 2001, la cual ha sido citada por las administraciones Bush, Obama y Trump, como una medida preventiva de seguridad nacional, mediante la ejecución sostenida de operaciones militares de gran alcance contra los dispersos yihadistas en Asia y África, que atentan contra los intereses geopolíticos de la Casa Blanca. Sin cambios en la autorización referida, tal situación indicaría que el congreso estadounidense acepta y respalda la continuación de una prolongada guerra de desgaste, 18 años después de expedida la primera y hasta ahora única versión de la resolución conjunta AUMF.En sesenta palabras, los presidentes George W. Bush y Barack Obama citaron a la AUMF como el fundamento legal interno para la guerra contra los talibán y Al Qaeda en Afganistán, para legitimar detenciones indefinidas y muertes selectivas de terroristas en Asia y África, más allá de los procedimientos militares utilizados campos de batalla convencionales. Pese a la intención prospectiva inicial de la estrategia para la victoria propuesta por George W. Bush para llevar a cabo la guerra contra el terror, basta con mirar un mapamundi con la ubicación actual de los focos yihadistas diseminados por los cinco continentes, para deducir que así como Estados Unidos incrementó los medios tecnológicos para atacar con alta precisión campos yihadistas, entre tanto sus células desarrollaron el plan estratégico y actividades tácticas, diseminándose en muchas partes y actuando al mismo tiempo, para dar la apariencia de control geopolítico generalizado y consecuente imposibilidad de confrontarlos. Indudablemente las técnicas de batalla aeroterrestre ideadas por el Pentágono, han sido efectivas y han reducido muchos de los riesgos que corren las tropas navegando por el terreno sin información exacta, pero la acción diplomática ha sido insuficiente para comprometer a todos los países afectados, pues los conflictos regionales o diferencias por problemas de orden geopolítico, impiden que haya coordinación concreta entre los afectados, lo cual favorece a los yihadistas, porque no hay canales efectivos de envío de información procesada de inteligencia, para coadyuvar a un potencial afectado. Tampoco hay confianza mutua entre las agencias de los Estados afectados, para compartir información sensible.Pese al empleo y "utilización" en todo el sentido de la palabra de los guerreros kurdos en favor de los intereses anti yihadistas, en el ámbito geopolítico regional y mundial continúa latente, el problema del pueblo kurdo que con toda razón reclama su territorio y Estado. En medio de la complejidad de intereses geopolíticos locales y regionales, todo lo ocurrido en Irak, Siria y Turquía durante 18 años (2001-2019), indica que el drama kurdo se complicará con el paso de los años y generará nuevas guerras en el siempre convulso Medio Oriente, sea cual fuere el resultado de la guerra contra el terror.
