1693 erschien Leibniz' Codex juris gentium diplomaticus. Die hier erstmals kritisch edierte Praefatio zu diesem Werk kann mit ihren grundlegenden rechtsphilosophischen und rechtspolitischen Erwägungen, vor allem mit der Definition der Gerechtigkeit als Liebe des Wissenden (caritas sapientis), als ein Schlüsseltext der politischen Philosophie und Ethik gelten, auf den sich Leibniz danach mehrmals berufen wird. Die im Umkreis jener umfangreichen Sammlung völkerrechtlicher Urkunden entstandenen Schriften vermitteln zudem einen Einblick in Arbeitsweise und Methodik der Auswahl und Interpretation der völkerrechtlichen Urkunden. Nach langem Ringen um die Neunte Kur (vgl. dazu Band 4 der Reihe) hatte Hannover Ende 1692 die kaiserliche Investitur erhalten. Nun verteidigt Leibniz die Verleihung der Kurwürde vor allem gegen die heftige Kritik der Fürstenopposition. Im Streit um ein passendes Erzamt als repräsentativ-symbolisches Attribut dieser neuen Kurwürde vertrat Leibniz publizistisch die Wahl des Kurfürsten für das Erzbanneramt gegen den Widerstand Württembergs, indem er die verschiedenartige Herkunft und Funktion des württembergischen Sturmfahnenlehens und des Erzbanneramtes historisch belegte. Den Initiativen zur Beendigung des Pfälzischen Krieges begegnet Leibniz mit Zurückhaltung: Der Rhein und die spanischen Niederlande sollten nicht in der Hand Ludwigs XIV. verbleiben - Straßburg, Namur und auch Casale müßten den Franzosen wieder abgenommen werden. Auch wirtschaftspolitische Mittel sollen nach Leibniz' Vorstellungen der Kriegführung gegen Frankreich und dem Zusammenhalt der Alliierten dienen. So schlägt er die Eröffnung eines gegen das französische Branntweinmonopol gerichteten groß angelegten englisch-niederländischen Konkurrenzunternehmens vor. Schließlich vertritt er die Überzeugung, daß ein vernünftiger und dauerhafter Ausgleich zwischen den Kriegsparteien gut vorbereitet werden und der hannoversche Landesfürst dabei als herausragender Vermittler zwischen Wien und Versailles tätig werden sollte. Die Schriften zur Kirchenpolitik belegen Leibniz' Beschäftigung mit dem Antitrinitarismus seiner Zeit und enthalten Zeugnisse seiner fortgesetzten Bemühung um einen Ausgleich mit der römisch-katholischen Kirche. Im Mittelpunkt der militärischen Schriften steht Leibniz' 1694 anonym in Französisch und Deutsch veröffentlichtes und bisher zumeist Richelieu zugeschriebenes Buch Fas est et ab hoste doceri. Erstmals enthalten die Politischen Schriften eine Reihe von Entwürfen und systematischen Erwägungen zur Ordnung wissenschaftlicher Bibliotheken zur Sicherung des gesamten Wissens der Menschheit. Diese Dokumente reflektieren und ergänzen Leibniz' Vorstellungen einer scientia generalis oder universalis. Die Bibliotheken sollten als eine unverzichtbare Grundlage vernünftiger Politik zum allgemeinen Besten aller Menschen dienen.
