Vielka L MontoutVielka Lisa Montout was born in San Francisco, California to immigrant parents from Panama. After high school, she went to Sacramento State University and graduated with a Bachelor's Degree in Geography. Vielka then attended San Francisco State Univesity where she received a Master's Degree in Education and a Deaf and Hard of Hearing Specialist Credential.
