Tokiwaio BlahToki Blah is an IAS officer of the 1972 batch. He was allocated and worked in the Uttar Pradesh cadre. The book is a collection of his field experiences while in UP together with his memories of his childhood and youth spent in Shillong, the Capital f Meghalaya, in the North East of India. He is married to his wife Bidalin. He lives in Shillong together with his two children.
