Sandra M RocksSandra M. Rocks is counsel based in the New York office of Cleary Gottlieb Steen & Hamilton LLP. She advises on commercial and insolvency law in the context of financial market transactions, with a focus on the development and analysis of arrangement designed to mitigate credit risk and minimize adverse regulatory capital implications of various products, including digital assets. Her clients include major financial industry participants and utilities such as broker-dealers, swap dealers, banks, clearing houses and central depositories as well as hedge funds and other end users of financial products. Ms. Rocks has an extensive record of participation on behalf of the financial industry and as a legal expert in law reform efforts, both domestic and international, involving intermediated securities and other financial products, including Article 8 of the Uniform Commercial Code, the TRADES Regulations, The Hague Securities Convention, the UNIDROIT Convention on Intermediated Securities and UNIDROIT's Netting Principles, and is currently the American Bar Association Advisor for a current uniform law project involving the regulation of virtual currency businesses. Ms. Rocks is co-author with Carl S. Bjerre of The ABCs of the UCC Article 8: Investment Securities. Ms. Rocks is a member of the American Law Institute and the American College of Commercial Finance Lawyers and the TriBar Committee on Legal Opinions.
