Robert S Zimmerman JrRobert S. Zimmerman, Jr., is President of Public Health Matters LLC and an Adjunct Professor at King's College in Wilkes Barre, PA. He previously served as Region 3 Director of the U.S. Department of Health and Human Services and as Pennsylvania's Seretary of Health and before that as State Medicaid Director. While at HHS, he worked on initiatives on Medicare, Medicaid, health disparities, public health preparedness, global health, and diabetes (for which he received the Secretary's Award for Distinguished Service for National Public Health Leadership). As Secretary of Health, he had a key role in crafting PA's tobacco settlement spending plan that dedicated 100% of the funds to health purposes. He implemented a health research program, tobacco use prevention and cessation programs, major health regulatory reform, and greatly expanded community health partnerships. He led development of statewide electronic disease reporting and surveillance systems and the State's first plans for public health preparedness, Rural Health, and Minority Health. He received the 1st Annual Minority Health Leadership Award from the Center for Minority Health, University of Pittsburgh and the Exemplary Service Award from the MCP Hahnemann University School of Public Health. As Medicaid Director, he led implementation of the HealthChoices managed care program, improved special needs services and directed major initiatives in clinical quality management and long term care. His earlier career included senior positions in health planning, disease prevention, health promotion and maternal and child health. He has a Master of Public Health from the University of Tennessee and attended Harvard University's Executive Leadership Program for State Health Officials and was a Captain, USAR Medical Service Corps.
