Raymond L HarperHistorian and author Raymond L. Harper is a graduate of the College of William and Mary, Virginia Polytechnic Institute and State University, Old Dominion University, and Weber State University. He is a veteran of World War II, having served the Unitd States Navy in the Pacific Theater. He retired from federal service in 1988 after more than thirty-two years. He has been president of the Chesapeake Museum Board of Directors, served on the City of Chesapeake fortieth-anniversary committee and the Jamestown 2007 committee, and been an advisor to the Institute for Environmental Negotiation, University of Virginia Graduate School, among other honors.
