He was raised in Murfreesboro and received his professional education at the University of Tennessee, University of Pennsylvania, and the cole des Beaux-Arts in Paris. Kem as the lead designer of the Tennessee Bicentennial Capitol Mall in Nashville, and he authored a book on this commemorative urban park entitled A Long Path: The Search for a Tennessee Bicentennial Landmark (Hillsboro Press).
