He received a bachelor's degree from David Lipscomb University in history and Bible with an emphasis in education, followed by a Masters in Administration and Supervision at Tennessee State University. Joe an his wife Elaine have enjoyed fifty-three years of marriage. They have been blessed with three children and six grandchildren.
