Jasper Mr Horse ManningJasper (Mr. Horse) Manning was born in Dallas, Texas to Alice Faye Manning and Yuteen Manning on Sept. 27, 1959. He attended South Oak Cliff High School. He served in the United States Military as a Systems Analyst. He also served as a Training Techncian in Texas Air National Guard. He graduated from Community College of the Air Force with a degree in Business Administration and graduated B.S.O.E in Business Management in Wayland Baptist University. He completed Master's degree from the University of Texas at Arlington in Administrative Leadership and a member of International Toastmasters of America. He's married to Sophia L. Manning and they have together 4 sons and 1 daughter named Dominic Farrar, DaMarcus Farrar, Jaelen E. Manning, Jasper E. Manning II and Van Quetta Farrar. He is the founder and owner of Tri-County Officials Association T.C.O.A. He is an Educator and a Sports Referee in basketball, football, softball, soccer, volleyball, a husband and a dad.
