Postings included Munich, Lagos, Washington, two tours in Bucharest (including as deputy chief of mission), economic counselr in Moscow and Tel Aviv, ambassador in Tashkent, and advisor to the National war College at Fort McNair. He also worked on restitution of property seized by Nazis and Communists in Eastern Europe. After retiring, Ambassador Clarke served as supervisor of Brčko District and deputy high representative for Bosnia and Herzegovina and, briefly, as director of the Office of Provincial Affairs at U.S. Embassy Baghdad.
