Glynn Cochrane Glynn Cochrane was World Bank Advisor on Public Administration in Papua New Guinea, and Chief World Bank/UNDP Advisor for Civil Service Reform in Tanzania. In 1971 he proposed the establishment of an interdisciplinary Development Anhropology for practitioners.
