Frank Fechner

Prof. Dr. iur. Frank Fechner is the head of department of Public Law at the Technical University of Ilmenau in Thuringia. He studied law in Tübingen and Lausanne. After his clerkship and the second state examination in law he obtained his P.D. in Law (Dr. iur.) in 1989 on the topic of Thomas Mann and Democracy ("Thomas Mann und die Demokratie"), in 1996 Habilitation at the University of Tübingen on the topic of intellectual property and constitutional law ("Geistiges Eigentum und Verfassung") and venia legendi in constitutional and public law and intellectual property law. Afterwards he held interim-professorships at the Universities of Munic (Ludwig- Maximilians-Univesität München) and Halle (Martin-Luther Universität Halle- Wittenberg). Since 2000 he has been a professor of Public Law, especially of Public Commercial Law and Media Law at the Technical University of Ilmenau.

In the years 2004-2006 he was a Vice Dean, and during the period 2006-2008 as Dean of the Faculty of Economics (now: Faculty of Economics and Media). He is the chairman of the conciliation body, the regulatory committee and of the commission for election review of the university. He is a local representative of the German Association of University Professors and Lecturers (Deutscher Hochschulverband, in short DHV). Several times he was as an expert in hearings of state parliaments. He is a member of scientific societies such as the Association of German Constitutional Law Professors (Vereinigung der Deutschen Staatsrechtslehrer) and member of the editorial board of the scientific journal UFITA (Schriftenreihe des Archivs für Urheber-, Film-, Funk- und Theaterrecht).

His research activities focus on public law, state and constitutional law, European law, media law, protection of cultural heritage and intellectual property law. Frank Fechner published numerous books and articles about media law. His student book about media law ("Medienrecht. Lehrbuch des gesamten Medienrechts unter besonderer Berücksichtigung von Presse, Rundfunk und Multimedia") was published in 18th edition in 2017. It is accompanied by a collection of media law regulations (Medienrecht. Vorschriftensammlung), published in 13th edition 2017, an overviewof the most important cases in German media law (Entscheidungen zum Medienrecht, 2nd edition 2010) and a compendium of solutions of media law cases (Fälle und Lösungen zum Medienrecht, 3rd edition 2012).
