He has a PhD from the University of Victoria in Public Administration focussing on ethno-political conflict. He worked with the World Bank Institute and the United NationsDevelopment Programme in Uzbekistan and has taught and lectured internationally. His book publishing includes: Negotiating Buck Naked: Doukhobors, Public Policy and Conflict Resolution (2006) UBC Press.
