Carlos EliasDr. Carlos Elias has more than 20 years experience working in international development, mostly in the Caribbean. He provides consulting services to several multilateral institutions and previously worked on staff at the World Bank and the Inter-Amercan Development Bank. Dr. Elias specializes in economic development with an emphasis on the selection of investment priorities at the national and sub-national levels, which requires expertise in macroeconomic analysis, analysis of private sector issues, and experience in evaluation of programs and projects using cost benefit analysis and other methodologies.
