He served as manager Siemens electric Canada, College professor, section head wired systems design, Ontario Hydro, and founder president of his private college. He had extensive involvement in community organizations, Panorama India, NCM, etc. He was elected to serve on the national executive of the Liberal party of Canada and the national chair Multiculturism. Bhagat contested for the Parliament of Ontario from Scarborough East. He co-chaired the nomination meeting on behalf of the Liberal Party that elected the first Sikh member of Canadian parliament, Hon. Gurbax Singh Malhi. The Governor general of Canada appointed him as chair of the unemployment Insurance board, Scarborough. He served as commissioner Ontario Human Rights Commission from June 2005 to December 2015.
