He is a member of the Canadian Coast Guard, retired (S.A.C.S.M.), secretary of the General Assembly and international adviser. He received the Admiralty Service Award in 1990 for promoting the service internationally. He is also a member of the Sovereign Order of Saint John of Jerusalem. Germain and his family live in Montréal, Quebec, Canada.
